Overview

This position is located in the Office of Risk Assessment and Cost-benefit Analysis (ORACBA) in the Office of the Chief Economist (OCE). OCE advises the Secretary of Agriculture on the economic implications of policies and programs affecting the U.S. food and fiber system and rural areas. OCE supports USDA policy decision making by analyzing the impact of proposals and coordinating a response among several USDA agencies. Requests for analyses come from the Secretary, other Administration officials, and members of Congress.

ORACBA is responsible for reviewing and critiquing risk assessments for major regulations in USDA. ORACBA is also responsible for reviewing regulatory proposals and supporting economic analyses involving the Departments many programs. This office provides technical guidance and consultation to USDA agencies in economic analysis and risk assessment. ORACBA supports inter-department programs in advanced risk assessment methods and the integration of science, risk assessment, and economics. Thus, ORACBA is a multi-disciplinary office of scientists and economists. ORACBA's economists work closely with the immediate staff of the Chief Economist providing policy and program analysis and interagency coordination.

Duties and Responsibilities

Your primary duty will be to conduct a program of risk assessment and economic research to evaluate the impact of major regulations on the domestic economy. You will analyze alternative strategies for accomplishing regulatory goals appropriately evaluating costs and benefits throughout the economy. On occasion you will work directly with program agencies to identify and develop regulatory alternatives and supporting analyses.

You will coordinate and manage inter-agency and intra-agency work groups for developing and conducting regulatory risk assessments and economic analyses. Subject matter is highly variable but will include matters of food safety, animal and plant health, invasive species, and trade. You will develop and maintain contacts with appropriate agencies in USDA, and in other government departments, and with private industry and universities in areas of concern in human health, human safety, and the environment.

You will prepare analytical and technical reviews and analytical reports for publication in agency reports, for presentation in interagency and public forums. Professional development and visibility is expected in the form of publication in professional journals and participation in professional meetings. You will continually enhance your statistical, modeling, and risk assessment skills to ensure competence in regulatory review and professional credibility.

Required Qualifications

Applicants must meet applicable qualifications and requirements for the 0110 series in the Office of Personnel Management Qualifications Standards Handbook, which may be accessed via the Internet at: http://www.opm.gov/qualifications/index.htm.

Basic Requirements

  1. Degree: Successful completion of a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in economics or agricultural economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR

  2. Appropriate combination of education and experience--courses equivalent to a major in economics or agricultural economics, as shown in A above plus appropriate experience or additional education.
